Commodore Computers, a Pennsylvania-based company that is a bigger force in the worldwide computer market than it is at home, will break a very aggressive network television advertising campaign next Wednesday on behalf of its low-priced VIC-20 model personal computer.

Through Kornhauser & Calene it will run $5 million worth of advertising by next June in prime time programs, sports events, news and movies.

The single 30-second spot, starring William Shatner, hero of the ''Star Trek'' series, as spokesman, will not take on other personal computer manufacturers but two leading video games, Atari and Intellivision.

The commercial's message: Why buy just a video game, when for under $300 you can have a Commodore VIC-20?
