A portable computer that can run on programs written for the International Business Machines Corporation's personal computer and can accept its peripheral equipment was introduced by the Compaq Computer Corporation, a Houston company founded by three former senior managers of Texas Instruments Inc. The company said its new machine has the same capabilities as I.B.M.'s popular desk-top computer but, at 28 pounds, is portable, and costs about $600 less. It will be available early next year at a suggested list price of $2,995, Compaq said.
