00-12-1 | Public Meeting to Consider the Review of the Health-Based California
Ambient Air Quality Standards Senate Bill 25, Escutia (Environmental Health Protection: Children) requires the Air Resources Board (ARB), in consultation with the Office of Environmental Health Hazard Assessment (OEHHA), to review all health-based California ambient air quality standards for their ability to adequately protect public health including infants and children. The ARB and OEHHA found that health effects may occur in infants, children, and other potentially susceptible subgroups exposed to several pollutants at or near levels corresponding to current standards. ARB staff and OEHHA have determined that standards with a higher priority for review are particulate matter (PM10) including sulfates, ozone, and nitrogen dioxide. Standards with a lower priority for review are carbon monoxide, sulfur dioxide, hydrogen sulfide, and lead. ARB staff and OEHHA recommend identifying PM10 as the highest priority for review. If the Board approves this recommendation, ARB will review this standard no later than December 31, 2002, in accordance with SB 25. Subsequently, the Board will review the remaining standards at the rate of one per year starting in 2003. |
00-12-2 | Public Meeting to Consider the Proposed Lower-Emission School Bus Program
Guidelines Staff will present the Proposed Lower-Emission School Bus Program Guidelines, which were developed in cooperation with the school districts, the California Energy Commission, the California Department of Education, the California Highway Patrol, the Air Pollution Control Districts, the Air Quality Management Districts, and other interested stakeholders. These Guidelines address the distribution of $50 million in available funds which Governor Gray Davis appropriated for the replacement and retrofit of older, high-polluting diesel school buses. |
00-11-2 | Public Meeting to Consider the Adoption of the Proposed Guidelines for
a Zero Emission Vehicle Incentive Program Pursuant to AB 2061 (Lowenthal) AB 2061 (Lowenthal) enacted this year (Stats. 2000, ch. 1072) creates an $18 million zero emission vehicle (ZEV) incentive program that provides grants totaling up to $9,000, to be paid over three 12-month periods, to qualified private and public consumers that lease or purchase a new ZEV between October 1, 2000, and December 31, 2002. Staff will present proposed program guidelines that specify criteria for qualified recipients, criteria for eligible ZEVs, procedures for determining the maximum available grant, procedures for administering the program, and criteria to be met by local air quality management districts and local air pollution control districts volunteering to administer the program. |
00-12-3 | Public Hearing to Consider Requiring Certain California Light- and Medium-Duty
Vehicles to be Subject to Federal Tier 2 Exhaust Standards, and Adopting
Additional Exhaust Emission Standards for Heavy-Duty Gasoline Vehicles and
Engines Staff will present proposed standards which would require manufacturers who are certifying light- or medium-duty vehicles to federal exhaust emission standards that are more stringent than the applicable California standard, to sell the federal lower-emitting vehicles in California as well. This standard also aligns California's heavy-duty gasoline exhaust emission standards with the more stringent federal standards that were recently promulgated by U.S. EPA. |
00-12-4 | Public Meeting to Consider Research Proposals Proposal No. 2467-217, titled "Environmental Health Conditions in Portable Classrooms" submitted by Research Triangle Institute for an amount not to exceed $673,879. Proposal No. 2472-217, "Detailed Characterization of Indoor and Personal Particulate Matter Concentrations" submitted by Harvard University for an amount not to exceed $609,145. Proposal No. 2463-217, titled "Collection of Evaporative Emissions Data from Off-Road Equipment" submitted by Automotive Testing Laboratories, Inc. for an amount not to exceed $285,912. Proposal No. 2468-217, titled "Development of a Test Method to Measure Stationary and Portable Engine Emissions" submitted by West Virginia University for an amount not to exceed $284,019. Proposal No. 2460-217, titled "Improvement for Emissions Inventories for Industrial Coatings and Thinning and Cleanup Solvents" submitted by Pacific Environmental Services, Inc. for an amount not to exceed $274,456. Proposal No. 2469-217, "Oxygenated Organics in Gas and Fine Particle Diesel Emissions for Source Apportionment" submitted by the University of California, Davis for an amount not to exceed $249,999. Proposal No. 2471-217, "Demonstration of Ozone Impacts on Crop Species in the San Joaquin Valley: Open Top Chambers at Kearney Agricultural Center" submitted by the University of California, Riverside for an amount not to exceed $145,301. |
00-12-5 | Public Hearing to Consider Amendments to Adopt Not-to-Exceed and Euro
III European Stationary Cycle Emission Test Procedures for the 2005 and
Subsequent Model Year Heavy-Duty Diesel Engines Staff will present proposed amendments to the certification procedures for certain heavy-duty engines which would require supplemental test procedures for 2005 and subsequent model year heavy-duty diesel engines. The supplemental test procedures include the Not-to-Exceed and Euro III European stationary cycle emissions test procedures. |

BOARD ON SUBJECT MATTERS WITHIN THE JURISDICTION OF THE BOARD
Although no
formal Board action may be taken, the Board is allowing an opportunity to interested
members of the public to address the Board on items of interest that are within
the Board's jurisdiction, but that do not specifically appear on the agenda. Each
person will be allowed a maximum of five minutes to ensure that everyone has a chance
to speak.
THOSE ITEMS ABOVE WHICH ARE NOT COMPLETED ON DECEMBER 7 WILL BE HEARD BEGINNING AT 8:30 A.M. ON DECEMBER 8.
