01-4-2 Public Meeting to Consider an Update on Enforcement Activities

Staff will update the Board on the enforcement activities of the Air Resources Board (ARB). To ensure that air quality statutes and rules achieve the intended emission reductions they must be effectively implemented. To this end, the ARB implements a thorough enforcement program of field inspections and special investigations. This report covers the 1999-2000 and the first half of the 2000-2001 fiscal years.
   
01-5-1 Public Hearing to Consider Proposed Amendments to the California Zero-Emission Vehicle Regulations Regarding Treatment of Majority Owned Small or Intermediate Volume Manufacturers and Infrastructure Standardization

Staff will be presenting two modifications to the California Zero Emission Vehicle Requirements for the Board's consideration. The first modification clarifies the way manufacturer vehicle volumes and their associated zero-emission vehicle requirements are calculated for companies involved in multi-manufacturer ownership arrangements. The second modification requires a single charging system, on-board conductive for battery electric vehicles
   
01-5-2 Public Meeting to Consider an Informational Item on the Health Effects of Particulate Matter and the Status of Air Quality Standards for Particulate Matter

The ARB and Office of Environmental Health Hazard Assessment (OEHHA) staff will be presenting information on the current science related to the health impacts due to exposure to particulate air pollution. Staff is currently reviewing the basis of the current California PM 10 standard and will discuss how the outcomes of the latest health studies focusing on particulate matter may effect a revision in the current levels of the standards.
   
01-5-3 Public Meeting to Consider the Net Effects of Vegetation on Air Quality

Staff will be making a presentation on the net effects of vegetation on air quality. Trees and other vegetation can have positive as well as negative effects on air quality. While quantifying the various effects is not simple, it is a necessary element for developing a complete understanding of the factors that influence air quality. As part of this informational presentation, staff will discuss the current understanding as well as the efforts underway to better characterize the effects of trees and other vegetation on air quality.
   
01-5-4 Public Meeting to Consider the Smoke Management Guidelines Program Implementation Status

In March 2000, the Board adopted amendments to California's Agricultural Burning Guidelines and established the Smoke Management Guidelines for Agricultural and Prescribed Burning. The Board directed staff to work with air districts and other stakeholders on the implementation of the Guidelines including development of a uniform smoke management plan template, program costs, and other program tools. The Board also directed staff to report back with recommendations on how to address backyard residential burning. Staff will summarize the status of air district program implementation working groups and provide recommendations for addressing residential burning.
   
01-5-5 Public Meeting to Consider the 2001 Biennial Report to the Legislature on the Phase-Down of Rice Straw Burning in the Sacramento Valley Air Basin

The Connelly-Areas-Chandler Rice Straw Burning Reduction Act of 1991 requires the ARB and the California Department of Food and Agriculture to prepare and submit a report to the Legislature every two years on progress in reducing the amount of rice straw burned in the Sacramento Valley. This report focuses on activities occurring since the 1999 report. The ARB is also required to submit a report presenting findings regarding the air quality, public health, and economic impacts associated with the burning of rice straw during the years 1998 to 2000, when the phase-down schedule was paused at 200,000 acres. The "pause" report is incorporated in the 2001 biennial report.
   
01-5-6 Public Meeting to Consider Research Proposals

Proposal No. 2495-220, titled "Children's Microenvironmental and Personal Pollutant Exposures for SB 25 with NAP Health Status Survey," submitted by the University of California, Los Angeles, for an amount not to exceed $399,464.

Proposal No. 2496-220, titled "Effect of Nitrogen Dioxide on Airway Inflammatory Responses in Allergic Asthmatic Subjects," submitted by the University of California, San Francisco, for an amount not to exceed $248,127.

Proposal No. 2493-220, titled "Deployment and Operation of Scanning Mobility Particle Sizers and Low Temperature Tapered Element Oscillating Microbalance in the Children's Health Study Communities," submitted by the University of Southern California, for an amount not to exceed $74,679.

OPEN SESSION TO PROVIDE AN OPPORTUNITY FOR MEMBERS OF THE PUBLIC TO ADDRESS THE BOARD ON SUBJECT MATTERS WITHIN THE JURISDICTION OF THE BOARD

Although no formal Board action may be taken, the Board is allowing an opportunity to interested members of the public to address the Board on items of interest that are within the Board's jurisdiction, but that do not specifically appear on the agenda. Each person will be allowed a maximum of five minutes to ensure that everyone has a chance to speak.

THOSE ITEMS ABOVE WHICH ARE NOT COMPLETED ON JUNE 28 WILL BE HEARD BEGINNING AT 8:30 A.M. ON JUNE 29.
