03-7-1 Public Meeting to Consider a Health Update

Staff will present the results of two recent experiments regarding the effects of ozone exposure on mild asthmatics. These studies help to explain prior results from the Children's Health Study that ozone may play a primary role in the development and exacerbation of asthma.
   
03-7-2 Public Hearing to Consider the Adoption of a Control Measure for Diesel Particulate Matter from On Road Heavy-Duty Residential and Commercial Solid Waste Collection Vehicles

Staff will recommend approval of a new control measure for On-Road Heavy-Duty Diesel-Fueled Residential and Commercial Solid Waste Collection Vehicles (SWCV). The measure requires the reduction of diesel particulate matter (PM) emissions from in-use vehicles through the application of best available control technology, by specified implementation dates, phased-in by engine model year groups over seven years. The proposed regulation supports the previously adopted Diesel Risk Reduction Plan which established a goal of reducing diesel PM by 75% by the year 2010.
   
03-7-3 Public Hearing to Consider the Adoption of Exhaust and Evaporative Emissions Control Requirements for Small Off-Road Engines Less than or Equal to 19 Kilowatts and Equipment that use Such Engines

Staff will propose amendments to the existing California exhaust emission regulations for small off-road spark-ignition engines to include more stringent standards. Staff will also propose new regulations to control evaporative emissions from off-road equipment, which utilize engines less than or equal to 19 kilowatts (kW). This category includes handheld and nonhandheld lawn and garden and industrial equipment such as string trimmers, leafblowers, walk-behind lawn mowers, generators and lawn tractors.
   
03-7-4 Public Meeting to Consider a Report on Supplemental Activities Related to Zero Emission Vehicles

Staff will report back to the Board and make recommendations on the provision of zero emission vehicle (ZEV) credits for supplementary activities such as hydrogen infrastructure, station car projects, intelligent transportation, and the stationary application of mobile source fuel cells.

Each person will be allowed a maximum of five minutes to ensure that everyone has a chance to speak.
