z/OS on Hercules

I'm a single developer and I'm looking for a development environment
based on z/architectures. I've questions about the Hercules emulation:
1. Is it possible to emulate a z/OS operating system on a windows
based PC?
2. Does SMF / RMF work on Hercules?
3. Is there an easy way to download z/OS subsystems? I get an eye
on FLEX-ES offerings – Not practicable for a single developer.

I cannot agree with your assertion of impracticality for the small
developer, where the basis for my disagreement are the single-person
developer shops who have successfully opted for a laptop-based Flex-ES
system under IBM's PWD program. Give me some help in assessing your case
-- what software do you develop for z/OS and what prices do you charge
to the commercial base of z/OS installations?

Yes, if you're licensed for z/OS. This is a nontrivial consideration,
though. IBM does not offer free/inexpensive licenses for z/OS (or any other
mainframe program product) for use on Hercules, or any other system.

No, you can't download z/OS.
If you're looking to sell a mainframe product, the Partnerworld for
Developers program is within reach of the single developer, if you're
willing to commit to a nontrivial amount of money. I would recommend you
contact Mr. Ward - but please do it offlist. (Peter, that goes for you too.)
