Hercules developers conference paper

Back at the beginning of October, Roger Bowler, Ivan Warren, Bernard van der
Heml, Volker Bandke, Dave Wade, and myself got together for a few days in
Paris to discuss the state of Hercules development. The results of that
conference are now available as collected by Bernard in Word and PDF form:
